I'm not as familiar with this tank and its plumbing - I don't see any filtration - looks more like a recirc/aeration situation. Also, it appears to be non-insulated. OK now - but as the temps warm it will make keeping bait in the summer pretty tough without ice being put in or changing water with cool water from the depths.
Others may be familar with this one and how it is normally plumbed....

Like Mike says looks like its a aeration tank, I guess you fill it up with the rule bilage pump and then the other pump circulates the water. I did a search and did not find out anything seems like everybody carries them, fill it up with water and see what happens, looks like you need a cap for the bottom or a valve then you should be able to see how it works. Sorry only tanks I've ever used were ones I made.
