Would like some opinions on boat size. I am starting to think about a new to me boat for retirement. I still have about 5 years until retirement. Would like a boat that can go offshore enough to fish wrecks and artificial reefs. More than likely out of OBX. Would also like to fish Chesapeake Bay. And of course SML. Is it possible to get one boat large enough to fish the bay and ocean but not too big for SML?

Nothing is too big for SML. You do have 40,000 acres of water to work with. If your future boat is smaller than the "Virginia Dare", you'll be good to go.

If you’re only planning to striper fish at SML, then you’ll be fine with whatever under approximately 30’. Finding a ramp with ample room would be your biggest issue once you get over 25’.
Of course, pulling planers up in the backs of creeks is probably easier in something under 25’.
If you plan on catching live bait, you might want to be aware of your total draft. At certain times of the year, those big gizzards will be way up in the mud. If that’s your thing, a deep draft boat would become a liability.
Get a big boat, and you’ll have your own floatilla….
