Is cast netting permitted at Phillpott? I could not find anything in the fishing regs on it. Is it even worth trying to get small bait?

Yes it’s legal, and no it’s not worth it. Unless you’re after cats, but even then there is plenty of easy to catch sunfish everywhere.

Go get some shiners or catch some creek minnows.
I realize what I wrote below was not an answer to your question, but...
And I am not sure if bait from SML has gill maggots like the larger fish do, but please don't take a chance of transfering gill maggots to Philpott.

Yes I’ve done some. I’ve gotten some real good channels, blues and even a couple flatheads. Just not numbers of any of them.

Thank you for the information.
On the second part, it should be illegal to transport live aquatic bait from lake to lake. O was shocked to see the big flat flat bottom boats carrying to huge bait tanks with Tennessee registration numbers at Claytor. Retail selling of live bait out of state doesn't seem right, especially when I can't purchase that same bait on Virginia.

Fished Phillpot, marked some, No luck though.
Wanted to shout out to anyone that might have left something in the parking lot of Twin Ridge boat ramp parking lot.
Just message me, we will see if we can get it back to you.
