I got down to the lake this weekend and installed some LED navigation lights in my rub rail. Really happy how it turned out. I cut my rail insert out and slid the lights in a 5/8" clear tubing. It fit perfect. I sealed off the ends off with a homemade plug then 
used 3m marine sealant to seal. I used electrical tape to connect the light tube to my rub rail. Turned out pretty good and was a quick install. I have under $10 in the project.
