is there a size limit on white bass with the rarity of white bass left in the lake, i would suggest that you might want to throw them back should you get into some. its up to you though

Have you looked at the regulations in the link provided? It's important that you as an angler be aware of the size limits and creel limits for the species you catch and know where to get that info - provided in the link to the regs book

fish move all over the lake, they could be in the roanoke arm one day and up the blackwater the next, and then back in the main lake the next. and with the small population of white bass left in the lake, i doubt anyone could say with any certainty that they are here or there. i'd say if you want to target white bass go to a fishery known for its white bass population. and i'd also say, it would be very rare if someone gave you exact spots for white bass, much less largemouth or smallmouth as well. you would have to go out and find them, much like these guys here do with the stripers every time they go out to fish. and with the wacky weather this winter, im not sure if the traditional seasonal patterns are even holding true. part of the challenge of fishing is finding them, what theyre doing, and what they want to eat. its not always as simple as "what are they eating?' and "where are they?" a lot of people put in a lot of time, effort, and money into fishing and finding spots that are consistently productive, very few are likely to give those spots away publicly on a website. if youre lucky someone might be nice and send you some great info in a private message. and if they do you should thank them. i dont know anyone here in person, but a few of them have been gracious enough to provide me with info via private messages thats a little more specific than what theyre willing to share out in the public. but dont try and pressure anyone into giving you info, if someone wants to they will...
also, i agree with mward, go read the link to the regulations, its up to you to learn them, not up to everyone else to teach you them.
i'd also say just relax a little bit. maybe some of these fish will come to you. and when you catch them, think about what you did and why you caught those fish. and when you dont catch them, think about why you didnt and what you couldve done different next time...
you seem really eager to learn, and there is nothing wrong with that. i think its great when younger people get involved in fishing and other outdoor activities. while many anglers are willing to share info and stories from their experience, not everyone is going to tell you everything you want to know, youre gonna have to learn some things for yourself along the way too, and you should put some pride in doing that...
