How to adjust idle speed on Johnson 15hp?

I have a later 70's Johnson seahorse and I'm wondering how you adjust the idle speed?

There's just a hole in the side of the engine and its labeled with arrows for idle speed "faster" and "slower"

I looked all in the hole though I don't see how anything ever went in there, its just like a bar or something in there.

Is the motor missing a part? Where do I get one and what does this part look like?

If its something I can fashion out of a piece of metal that would be great

Google is your friend. I basically learned how to be a mechanic when I was in my 20s from Google. It's amazing what you can find. I still use it religiously. Takes time and research though.
