Can a guy fish off the banks at cat rocks if he were to park at the landing above them?

I'm not sure if the land is private or not. It would be worth the effort to find out. If it is, you should get written permission from the land owner to fish from it, to save yourself a trespassing charge. Some land owners do not want anyone fishing from their property, and will have you charged if your caught doing it.
This goes for fishing from any river bank, or private pond, not just the Staunton River. This is one of those things where it's better to be safe than sorry. And, it's just a common courtesy.

Yes you can fish from the bank at or on cat rock. The landing I think u are talking about is a old road that comes in on some private property. You haft to park at the bridge and walk up the tracks to fish from the banks. The low grounds (land on river side of tracks) is not posted and has always been fished by anyone who walks up the tracks to fish it.There is two different land owners that own land with roads to get you to cat rock. The Car's own the land with the (landing) you speak of. They are good people and usually unlock there gates during striper season.
