Do you have sidescan? My buddy Todd went down to the bay bridge and used his sidescan to find schools of them around the pilings. They caught an insane amount of spade fish and the guys down there couldn't believe they did that good. He said everybody else was going pole to pole looking for fish, but they were able to find em quick with the sidescan and then they just had to get their baits at the right depth. Think he said there was some small schools here n there but the big school they found didn't move over the course of two or three days.
I'd like to go back this summer and do a drum, cobia, and/or spade trip.

Ive been to the light tower a couple times. In the summer it becomes a parking lot on the weekends. If your going to the light tower id try and do it durring the week or stick around the bay bridge tunnel
