What are the restrictions for cast nets in the surf on the outer banks? Can u use them and if so can you keep all u catch in them to eat or for bait?

Not 100% sure on NC but I just got back from SC and it is NON-GAME fish only. Which basically means you can keep mullet but not flounder, redfish, trout etc. It is porbably similar for NC but hopefully someone can shed some light on this. The NC regs are the worst most confusing pile of crap I have ever seen.
