Find a dock light in 15'+ of water - I'd bet there are some near you but worse case ride up to the Halesford Bridge and toss on the lights at Captain's Quarter's (left side going up) or over at Webster's market marins docks (right side going up) - bait has started to come in about 11p and is very thick early morning hours (3-4:30 am) until light cracks.

Just re-read your post about the depth of your dock..... have a buddy on the lower end and he has one in about 8' of water - even with a light only small bait comes in (also could be due to where he is on the lower end).
However, around R21 you should not have any issues finding good quality bait on dock-lights - shallower lights likely will have gizzards - deeper lights will have the ales (or mix)
