We go in December and use the same gear we use at SML. You buy eels up there to use for bait. You can cast to the bridge with artificials and catch mostly schoolies(smaller fish). Bucktails will work but google it and you can see other baits the locals throw. Trolling works too but I can't help you there. I prefer the live baiting and casting. I'm talking mainly stripers, but other fish can be targeted also. There are a couple of good sites out there that can help get you started. Google chesapeake bay fishing.

No permits needed for targeting stripers - just your saltwater fishing license. There is a limit and length limit, don't recall the details as we were releasing all ours the day I went....
There are a couple of "fishermen hotels" near Kiptopeake and a nice ramp at the State Park there. Be prepared for the weather not to cooperate - might need to plan to be there several days and fish one or one and a half.

Spring time at night slong the bridge lights is good. Eels and buck tails to the pilings seems to be the ticket

Kiptopeke Inn right near the state park is not luxurious, but they've got a bed, toilet, and shower. That's really all we needed last time we were down there. The cable wasn't working, the grass was 3ft tall, the pool was empty (earlier this summer), and the maid never even bothered to leave a chocolate on our pillows. Haha. No but it was decent and convenient to the ramp, Chris' bait, and about 7-8minutes from Stingrays. There's a few other decent motels in that area also.
I plan on going this year no matter what. I say that every year, but I'm making it happen this year.

Haven't been there for a couple of years, but the folks at Chris' are frendly and know what to do, and give good advice to anyone who asks , also there are a bunch of forums for the bay, I did a google search and saw at least four or five that looked good, always great fishing down there if it not rough in the bay, Bay bridge islands and bridge is a great place to fish.

Chris' should have a fishing map of the bay, you can buy a chart book of the bay, or you can go to the NOAA site and download raster maps and view them on your computer, You can also buy NOAA charts of the bay, at the NOAA website. I bought a chart book of the bay off ebay. If you have a GPS you can get maps for it, I have one for my Raymarine unit they sure are nice to have on the big water. Good luck
